I agree with thr above comment. He doesn't particularly fit in Team Rocket as in 'being Evil'. But Giovanni has shown us that mutual benefits is the main reason that the Team exists.
As per him, he only told them they might die. Living as a slave is a life of a dead person. He didn't ask them to go kill themselves by doing something stupid and reckless. He holds no responsibility for their actions. - EleMentalPhoenix2yrCommented

That reminds me of the theory of three deaths we, as an Individuum go through. The first death is the one of the body. The second, is the death of everyone that knew (about) us. And the third is, if everything we ever did, make, etc is dead, forgotten.. Neing alive but dying every other death seems terrible.. good thing its Vahn we're talking about. The demon lord will be in good care.
