No, but I understand the confusion. He can fully roleplay as the character for 30mins, he gets all the skills and strength of the character. When he is not using that full state mode he gets percentage of the characters strength. Currently he has 5% of Zhongli's strength and to increase that percentage he needs to act like Zhongli or finish some quests. Thats why he's randomly dropping quotes that don't make sense. I hope I cleared your question.
