Exactly, Themis represents the fair justice we are more familiar with, but from what I know historically Kings were representatives of divine law and the ultimate judges of right and wrong. So it's not that they weren't fair (even when they weren't corrupt) but that they had different values. Most people didn't see it as one person bossing them around, but as a higher being (or someone supported by one) informing them of what was fairest. It could just be me talking outta my ass though so feel free to ignore it.
Omg this is the most NPC dialogue ever. She's only missing the quest hints like "wait, I think I DO remember something like this happening. It was decades ago when I was still young and a stranger... (cue awesome [event] at [location])"
