I thought all the challengers were in their independent floor 1s. Based on the fact that he heard the starting announcement of the competition and if they were in the same competition then someone who joined the world later would be at a disadvantage both because they missed that announcement and as some of the weaker contestents would of been killed meaning there are fewer free points up for grabs
