That is technically possible, however, first he would have to understand how to manipulate quirks. If he somehow managed to fight All for One and survive while having his quirk taken and given back so he could get a feel for the manipulation of quirks, then maybe at one point he could manipulate quirks.
Sorry for not replying earlier. His quirk is Pure Maniplulation which lets him manipulate anything, his muscles is just one of those things. He currently can't manipulate anything else yet as he doesn't know how.
I understand what u are saying and had the same thought originally when making the character. However, his quirk is not only going to be really hard to use but also fairly taxing on his body. Also, in relation to being able to immediately manipulate anything, he technically can, but he first has to learn how. One of the drawbacks of his quirk is that he doesn't immediately have control over everything he can do with it. At first he can even use his quirk at all. I completely agree with what you're saying but I'm going to try to continue the story in a way that makes it enjoyable while still being an actual story, unlike "some other stories". I don't want him to be op, I just want him to be interesting.
