I'm someone who knows very little about world politics or modern military tactics. But first of all I would like to remind you that this is a novel of fiction. Although the modern world is designed to be realistic we are also talking about aliens, fourth dimension and advanced artificial intelligence. I am pretty impressed by the research the author has done on scientific theories. I think it might be asking a bit too much for the author to also be an expert in international politics and modern military tactics, but that's just me.
Just adding to this. I'm not trying to excuse any particular nation or people. We've all committed acts of war, crimes against humanity even if that is just bullying the ugly kid in class. However not accepting the truth and trying to improve yourself, instead rationalizing your actions regardless of the morality makes you more evil and psychopathic than I can stand for. And unfortunately very "human".
I'm not going to use the same arguments as the other readers who replied. I don't understand politics and I'm unsure anyone knows truth about US motives and the consequences of their actions other than the people directly involved. However when you try to compare the mermaids as another intelligent race and killing them as genocide, but don't consider killing intelligent animals such sharks, pandas or elephants the same it's a little hypothetical. Maybe you consider yourself better than animals. Then what about genocides to particular races during world war where we killed our own species? Maybe you consider that righteous fighting for freedom. Do you also consider killing American Indians (or so you name them) "righteous"? Again I'm just a student who doesn't understand killing and how what you mentioned is different from what happened in history and considered acceptable acts of "humanity". Please enlighten me.
