nahh, it's stupid decision imo. I mean you are living in a world of magic, if you know your child can use magic I will surely teach him/her how to use it asap. Sure maybe living as a wizard is full of danger, but there are no rules that stated "everyone who can use magic must become a wizard and join a legal guild". Your child can be anything else, and your teaching for him/her can be used to protect their own life rather than can't do anything in front of a danger or can only waiting to be saved
