Had to google it, it's apparently a popular fanon mangekyo ability, basically the wind version of Amateratsu, instead of black fire it's invisible wind blades that cannot miss or something.

I always wondered why "Dragon" often becomes "Tyrannosaurus Rex" when translated from Chinese so I google'd it, turns out its because every dinosaur name in Chinese ends with 龙 (lóng, the Chinese word for dragon), a specific dinosaur like the Tyrannosaurus Rex translates to 霸王龙 (bàwánglóng), meaning "Tyrant Dragon."
