My thinking was similar to this, sending your kage out means its more likely for them to end up dead, tobirama died to not even another kage when he fought on the frontlines, one of the raikages also died a similar way. Being a kage doesn't mean they're invincible they can die to other kages or a sufficient number of nin; best to keep your kage in reserve until it is truly dire times.

you keep saying its tactically wrong but you're not offering any solutions, hiruzen being on a frontline wouldn't change konoha's situation, they're constantly fighting multiple villages alone and hiruzen cant be in multiple places at once (shadow clones wouldn't fight the same as his real body and any s rank another village sends would kill the clone and then run amok). Besides there needs to be someone in command of the entire war effort if he's off fighting he's not able to do the other things the village needs such as boosting morale(propaganda) and formulating strategies. I think ultimately he's doing the best that the situation allows for, i don't get the impression that he relishes sending children to die, there's just no other solution that allows the village to survive; at least to him. I don't know if anyone can think of a way to keep the kids safe and still win the war, maybe make the prosthetics common and get wounded veterans back out there?
