Shisui has the best genjutsu technique because of his sharingan's special technique, but Itachi probably has more general genjutsu profiency, we certainly see genjutsu the most from him out of any character in the show. However this itachi has semi eternal versions of Shisui's eyes making his genjutsu extra OP.

I actually don't think he is a perfect jinchuriki, he's certainly very powerful though.
