there's no power not because of EMP. no power because nobody to operate the infrastructure. I mean less than 10% world population. Surviving from the living dead. getting food. no one, no matter how hard working and altruistic they are, will operate a power plant alone. so no, this is not a worldwide EMP. just a case of the dead people being dead.
