OK so let's clear this up: He passed at the top of his class, in a school that only passes 10% of its students. He has a wealthy background. The school he went to is funded by Oak, and of all the people in this region, only 20 have been selected by Oak personally to receive their starter mon, and he gets a Bellsprout? With low-medium potential? Even if I am not a fan of Bellsprout it couldn't have been some monster with super high potential or base stats? Makes sense
