I don't think either, bcoz such powers could really shift the development of the civilization much forward, and they just barely travel to other planets right now. I think this Rank 7 means lower level grade B at most. And most probably mid C. Remember on Planet Aquamarine, Bennet and Germinal leader were high level grade C at most (if I remember correctly), and they wouldn't be upgrading anytime soon. Han Xiao broke through B only bcoz he is a hacker lol.

I think he meant world as in a "open world game'' way, and not in whole actual world. Makes a bit more sense this way.
