Statistically if you calculate the probability (a handful is not really a definitive number), but the notion that the sample belongs to the probability would be rejected for 3 or more (smallest number a handful could mean) or more people as it would be below the standard significance level of 0.05 (less than half of that). For a significance level of 0.01, the notion that 4 or more are chosen ones in there are below the significance level. But 0.01 is only used for highly important things like medical testing etc. So the sample would not belong to the probability of average 4/1000 as the probability is too low for that event to happen…. Significantly (like by a factor of approx 150, so the p-value of 4+ people x150 would be approx the significance level needed). So statistically it is seen as not a sample that belongs to the mentioned probability and yes it CAN happen, but it would be such a low chance depending on what „handful“ means here.
