umm I think he doesn't know how sanction in the modern world works then, like by putting sanction on a country it is usually the ordinary who suffers so they make sure they put enough pressure on their government to not do something irreconcilable against some countries, similarly killing a kingdom to make an example is an en effective show of power, so that the people from other countries know and keep an eye out what are their king doing, of course their will be difference between how a monarchy and democracy works, but the kings will also have to worry about the civil unrest or a coup from civilians in that case.
Destroying an entire country as the 'stick' to remind other countries was completely unnecessary after one had shown to be able to decimate an entire army with one spell. you can create something like infinity of gojo, but instead of space make it of infinite heat, meaning infinitely high temperature field around him, so whenever something like an opponent's physical or magical attack strikes him, it will evaporate cause of high temprature.
