Not only have they been looking for it for a while, the fact that it's found by Shield should probably have been able to get noticed by the Spies of the Foundation cause no doubt they're constantly shifting through data.

...Pretty sure I've seen bits of things like that where Batman actively stops people acting from trying to kill him, even cops. Even though legally they can't hurt him due to mental illness if I remember by someone saying it is a law, though I wouldn't be surprised if there's also legal exceptions like the Joker. The Batman that most likely is the one who doesn't kill cause he knows he can actually cure some of his villains though not likely able to be redeemed.

Hmm, true yeah. I don't know why thought that, wait nvm it's literally in my previous comment on him having villains who experiment on people. Though with him sometimes likely doing debriefs for the League thought it'd fit him if he did say something.
