it would be better to keep it on in this case. Think about it if he gains proficiency just from it being active, then he gains more proficiency over time than deactivating it and then reactivating it. you lose a couple seconds each time doing that. However if he keeps it on it has the same effect as deactivating/reactivating the skill he gains more proficiency in the long run.

maybe it's called from him dual classing into druid? I know in DnD druids get call lightning and other lightning based spells. though getting it from just necro does sound a bit weird.
