hatake is not a bloodline clan so the breeding program doen't make any sense , the breeding program is just for the clans such as uzumaki , uchiha and other heriditary powers . hatake(clan) is only famous for their sword style+thunder (thunder/quick kife/sword style )(also rumored to be a samurai clan , or a branch of samurai clan or warring state periode)

Anyways, the same can't be said of me, even after speaking for 10 minutes straight I don't feel the need for water, maybe because I have the same physique as Superman.
