This I don't really agree with honestly, Dragon's have always been the epitome of power and majesty, standing above or even as the protector guardians of Deities and pantheons, whether it's fiction or historical or religious texts. To me Dragon's are absolutely the strongest beings by right.
Yeah, I understand where you're coming from and I somewhat agree, but in my defense, dxd itself as a whole doesn't really have the best labeling for entity's, like vali got beat by Issei, Loki can easily kill Issei but was beat by Vali, make it make sense, Sun Wukong also became a God from a mortal it is attainable, and there are also weak Gods and strong Gods.
