If they recognise him from Jeneless' reports then maybe they'd know he was found in the first heaven?? no idea but my best guess, at least :)
However, to the cloaked figure, this was actually a weight off of their shoulders. If Ryu had this Bloodline, it made sense why he was hiding away on the First Heaven. if you can't 'hack it' you can't take it or don't have the talent. E.g. couldn't hack it as an actor - not talented to get roles or couldn't take the lifestyle (it's contextual but can be used interchangeably)
They were, of course, citizens of the True Martial World. But, as with many who couldn't hack it in this world, they left to find opportunities elsewhere. Some of them would get lucky enough to stumble onto chances and come back stronger than ever. It was almost ironic in that way. The Holy Wing Clan Ryu was familiar with the exact opposite, throwing away boys as though they were worthless and only keeping the women. reeled back makes sense - he's not dead, so doesn't need reviving but is instead pulled (or reeled) back from the brink (or edge) of death :) makes perfect sense as it is
