The next part was the accountability of teachers. The bar to become was raised higher, a teacher must at least be a Master Degree holder, they will be the homeroom teacher of the same class for 9 years so they can form a bond with their students. If a teacher isn't performing well, it's the individual principal's responsibility to do something about it. Of course, even the Principals will need oversight on them.
