It’s common in Chinese Pokemon mtl, Pokemon have levels but their potential is given a grade and if your Pokemon doesn’t have the best grade it can’t ever be as strong unless you get system boosts like this to increase their potential. It’s like IV’s but extra important.

Seems like a Chinese mtl, probably the names are said slightly differently or with added honorifics in one of the cases making it seem to us that it’s the same name.
