For HP I'd say no cause he's not British. For Star Wars...You might want to age him up to 13-14 but looking like 10-11 this way he can have a "Growth Spurt" and end up 16-17 but maybe looking 20ish by the time filming for The Attack of the Clones starts 3 years later.
