Sure, she's making all that gold with her quirks and she's 'unnecessary'. But he could equip them quirks and work 24/7 himself instead of the 'unnecessary existence'. He's the strongest existence with magic and ninjutsu and all and at level where he's immortal so life span is infinite. and he could make quirks. but there's no point in making a chapter that's just a boring list just to make it seem unrushed.

Because If he agreed on a passive income deal, he wouldn't have gotten a huge amount of coins. He wouldn't be able to make Rin, and thus, all the money she made wouldn't exist. He also wouldn't be able to buy resources as he'd been able to, and thus, he would have been weaker by the time when he comfort the villians because he hadn't the same amount of money. (he trains with shadow clones so he's spending more.)
