30 minutes if you are far from the nearest ambulance depot or hospital i can believe, especially if traffic is bad... but not HOURS. a ambulance will drive down the shoulder of the highway if it has too, especially in a serious emergency like someone getting run over. also if this is within a city there should be a ambulance on scene within 15 minutes
