It was due to the Lv.24 Hobgoblin Shaman having high Fire Mastery level than the Water Mastery level of Lv.23 Fiendish Aquarine Lizardnoid. It will be explained in later chapters but since you have raised it in the comments, I gave out the reason.
Since the Lv.23 Fiendish Aquarine Lizardnoid doesn't have to conjure water out of the moisture, it was not at a disadvantage against the overbearing fire element attacks of the Lv.24 Hobgoblin Shaman. - MN_12235dReplied to Crusader69
Actually, no need for that. Science Channel says that Usain Bolt's speed tops out at about 10.4 meters per second. To run on water, you'd have to zip three times as fast. So around 30 meters a second. There are many other theories on it but most of them were that the running speed must be 30 m/s to run on water. So, I used that in this Chapter. Hope this clarified your query.
