for normal debt its mostly if not exclusivly inheritance or if you cosigned something with you as the security(so like mom and dad bought a car where dad took the loan and mom was the security so if dad fails it lands on mom to pay). And note the cosigning can be faked via signatures or corrupt officials. Then we have loan sharks which loves scaring family of the dude who took the loan(in some parts of the world)
