In this story runes more like lets say as skill books for beginners, if you pass requirements you can learn skill from rune. Another way is if someone will teach you, lastly if player experiment with elements or skills somehow can create accidently what they want or not. Random result. Of course who has more experience start using it well and create more new skills.

In this story the only limitation is the levels and characteristics for players in the beginning. If to look how high level ones using skills there almost not having any boundaries. Later I will give explanation why in early stages players look like using skills more <woodly> and what is the difference. Just imagine that any kind of magic or skills works, simply power gained by players boundless. More levels they get more freely they start usung it
