It's been 5 years since his parents died and he was taken to the lab. I also believe that the people in the lab did their best to make sure no one knew he was alive. So technically he stopped existing to the public 5 years ago, and most likely only the lab workers and the general know that he was kept in the lab for 5 years. On top of that I am pretty sure they all believe he is dead. So basically, it makes quite a bit of sense to me.
