rules of the world??? nen doesn't break the rules of the world it is apart of the world, but nen itself has rules we see this we know this and the greatest example of breaking them for a price is gon. So no there is nothing so convenient as you describe nen hatsu always has a price and an even bigger one for breaking the rules of nen.

it is fair because what he is doing is breaking the "Laws" of nen its unnatural and the categories are set in a balance, if he wants to break that balance of course he is going to have to pay a big price. Is it worth it maybe? but if you could just manipulate your affinity at will at a 1-1 ratio then the natural balance of nen categories would be redundant so of course you have to pay a bigger price if you want to break the rules. you could even say hes not paying to increase his affinity he is paying to break the rules to increase his affinity.
