I know but still the author is not from that time , I would have honestly been less "shocked" had it said 15 instead of 13 because as you said most teenagers were married by the age of 15 (sometimes even 13 or when the girl bleeds for the first time which could have happened sooner) I am just thinking that the author should think about his/her readers and what is "morally acceptable" 15 is young but more acceptable than 13 (I teach students from 13 to 16 that's why I can easily compare and let me tell you 13 is not the most charming or graceful age...) but I get your point.
