Well there should have been some kind of binding contract with goblin. Wizards are not that stupid especially when they fought multiple bloody wars with them. Most probably it was similar to treaty signed today among countries but with magical clause. Moreover rather than handling their economy they are using goblins for what they are best for, It's only risky when you can't force obedience but given that HP world already have concepts of magical contracts it should be easy to assume they bound goblins with it. Also Goblins are not allowed to carry wand worst case senario they did rebel wizards can still supress them.

This is what i hate about chinese protagonist they completely change their personality the moment they get a cheat. Atleast get enough power to back that arrogance.

This is a very well written novel, Honestly i have not read a novel this good on webnovel for a while. Mc has a consistant personality and actually uses his brain. His actions are mostly backed by logic, there was a place or two i thought what is he doing but author really tie up loose ends later and mc's actions makes sense.
