I agree. I first read this at Royal Road many years ago under a different title and author's name. I hope this is the same author but the way things are nowadays I doubt it is. For anyone interested, the original title was "The administrator" by Nerodith. It only went up to chapter 44 or so before it was put on hiatus.

It bothers me the end of the encounter of the little girl was skipped over. She never gave any kind of response to his question. We do not know if she ignored him, gave an answer, was hostile towards his question, etc. He just asked the question and the next thing we know is he went home.
After the encounter with the little girl, Xiao Feng returned to the restaurant to continue processing the food ingredients. After finishing the food preparation, he noticed that the shelter's search team had not arrived yet. - Lomyril16dCommented

At least that is a hypothesis. And I can personally say that it is correct. I was once a normal human, living my normal life, enjoying the normal pleasures and thinking nothing of it.
