Well, I don't know about purpose, but definitely with reason, unless you want to say purpose is to make sure future happens. Chaos is only chaos because one cannot understand them, and accidents are only accidents because the variables involved were not known beforehand. Even if not understandable by viewers (whether humans or gods), chaos itself has rules that it follows, just not the same as the rules that we are familiar with. When you study quantum mechanics, it says future influences present (past). So, TECHNICALLY, unless there is a factor outside of this grand multiverse that interferes with the world, everything in the world is already set, even our desires, actions, and results to change fate when one knows about it. It's just that those results were not originally observable. So those who wants to get reincarnated, don't go out and try to get hit by trucks or whatever it is going to be these days. Those fated to reincarnate will, and those who are not fated to won't.
