1-There has been far worse in the TWD universe. 2-People have been doing this for thousands of years (Roman, Mongol and Aztec to name a few) 3-There are no rules in the apocalypse 4-If they didn't have them on, they'd resist which means either too much effort to keep them in line or death, and with how someone complained when Lanius killed Moran in CH-1, I think that leaves this the best route.
