Actually the Serum given to Emil Blonsky was another version of the Super Soldier Serum which had nasty side effects. Bruce Banner used another version for his experiment which turned him into the Hulk. The Combination of the Two Serums and the Gamma Radiation from Banner’s blood is what turned Blonsky into the Abomination.
And Emil Blonsky, the elite commando who had been directly crippled in the confrontation with the Hulk, although his injuries had healed and his strength had greatly increased due to receiving the same unfinished serum as Banner, he was clearly becoming restless due to the lack of news about the Hulk. - Redslevin6mthCommented

The second was nanotech, which would be my next method of strengthening myself. Whether it be extremis-style nano-mites from Marvel or the Nanomachine nanobots from the Webnovel, all of them can be developed with enough research in nanotechnology which I am extremely close to breaking through. I had already cracked basic nanotech but it didn't have value in my eyes since I hadn't perfected them or developed them to the potential they really possessed. Why not try the method that was used on Deathstroke? With Bruce’s intelligence he could refine it to become more powerful. He could also try to find a way to get his hands on Miraclo, Velocity 9 and Brane which I believe can help him gain super powers.
