The general population of naruto's world believe that the uchiha descended from the hyuga clan. it was speculated by Kakashi in the very early stages of the naturo series during the elimination round of 2nd test of the chunin exam. So there might be hyuga elder support to being the uchiha bloodline "back" into the clan as a 2nd branch clan. Image hyuga clan elders plning to bring the sharingan under control by the bird cage seal.

That chapter was painfully grim.

Maybe use guy, or issue a 2 week long mission to do a delivery with a request of izumi to do it. Her rumoured seer status might make the hokage spare izumi. Also the village elders think that there will be war soon because of her posters, so danzo might just plan to harvest eyes from the dead from that. As it would give a steady supply without the village losing manpower for war. The uchiha clan might also not be looking to coup as the police force is getting more respect has to her. If she can show a coup ending badly for them, the elders of the clan shouldn't go front with it. (Which she ready has with 2 of her posters).
