This is actually just false. It is illegal to carry a sword without a special permit. It's also illegal to carry a folding blade longer than 5.5 cm. It's literally part of the same law that prohibits guns.

Exams would actually be one of most likely places to see this kind of grammar. Especially if it's school for law, police, poli sci, or journalism.
Though I doubt it was intentional, as the grammar in this story is questionable at times, persons is grammatically correct. It's archaic and rarely used outside of laws and government reports, but it it's a valid word in this context.
I just looked it up and the author is wrong. The only thing doing get from getting married is needing one of her parent's permission.
