Definitely the latter of the two, though there’s only so much he can empathize with. It just so happens that the people that flock towards him are ones he understood to an extent. Despite what was written on Xiao's Vision tab, the 'third eye' that the adeptus make use to wield the elements is not a Vision. As stated in an article regarding the developer's insight on Xiao's character design, the Vision that adeptus wore on their human body is just their way to conform to their norms.

It’s just one of those days where my already meager ability to put my thoughts into words tanked significantly because IRL stress is really getting to me.
