I agree with your analysis, but there is one thing that you missed. Although the demand of negative energy stones is very high in the abyssal bone forest, it is not the case in the rest of the world! Shadow elemental acolytes are the only ones who can absorb negative energy stones to help their cultivation, and besides Tyrus Veras, there are no such acolyte in the whole Melvinger City. So actually, the supply is rather high, but the demand is low. Asking for market value is already a good deal for her and her family.
The Billing household was yearning for influence, and George presented them with goods that would allow them to slowly gain control of the wandering acolytes in the Melvinger Magical Society through Emma. With her skills, George knew that she would also be able to make a profit out of the sell of the potions.
