With their dynamic, it sounds more like Gildarts is just a close friend while the woman just pops up from time to time. They did nothing that can even be considered as parenting him. Rob and Makarov have more right than them in adopting him.

He's too op as a support that they even nerfed him in canon. Just him being at the battle with OFA will have the battle with All Might be anticlimactic. Same with the USJ incident. Author made him too op support-wise that they always have to remove him from team battles.

Yeah, I don't really understand why they even hate the concept. It's a free subordinate with guaranteed loyalty. Only downside I can think of here is oversaturation of characters leading to slower pacing of the story.

I dunno. She came to Japan a century ago, long before Neji came. Unless her precog abilities surpass the Gods (They can't even know what abilities Neji will get in the wheel nor the world he will go to), then she must either be related to previous system users, or just an Avatar of a Greater God for that. I personally believe she just don't want a Quirk stealing Madman let loose on the world.
