does he have the normal white unactivated Byakugan looking eyes, or is he like Himawari with normal looking eyes?
Horns on the forehead were a sign of the true Otsutsuki bloodline. Although his bloodline was still thin and he hadn't awakened the signature Byakugan, he at least had the foundation for evolving into a complete Otsutsuki.
