I think the problem with famine is, well there is a variety of issues. Sometimes a harvest is bad, other times food exist but there exist zero ways to transport it. When there is little food in an area, the price of food will skyrocket. Even if they saved food, food without proper storage methods or preserving methods can only last so long. Famines can last months to years.
