this so called hidden rule is just a leeway made by the fire chief or wtv, I honestly like that it can be figured out, his advantage is that he gets the information faster than others, information speed is a a strong advantage, especially when hidden rule like the 1st one can be kept hidden by the government. This makes him not too OP, yet has enough advantage, I love it very much

if that's the case, the 2nd should've rewarded more on who relies on 'willpower' and not their psychic power. which wasn't the case, the 1st one seems like a way to segregate and punish the "order breaker"
