So, he is questioning his place in his new world. Quite Shocked by his super natural experiences and not understanding why he is there in the first place. (Super Natural --> Fate Exist). Or that is his thought.

Huh, u right, I had the impression that congress was a term for the legislative arm of any goverment. 😂 I’ll change it later.
