Maybe I'm being naive but they had the power to control it. Blackthorn allies, other good legacy families, Prof Oak, Aura Guardians and who knows. I can only see that this is being shown as an example to the world that League is corrupt, and Some legacy families are not falling ones.

I know the aim of MC is peace and improved relationships between humans and Pokemon. Wishing to improve his family strength and making the world remember Blackthorn strength is a good idea but not at the expense of such deaths. They are labelled as protectors who selflessly protected the regions for decades. However, with their strength I think he and his family, Prof Oak, Aura Guardians should have taken action before the death toll reached half a million. I'm sure more than 90% if not all of them are innocent. I just feel uncomfortable reading this chapter. This is just the beginning. I'm not sure of the deaths at the end of this conflict. what are you trying to convey here Author? Is this necessary?
