Builds the relationship. Privacy on his flagship is impossible anywhere, he already admits the RA knows everything anyway and he came to accept it 99.9% of the time. I say, let the RF see what he is capable of and pay for the privilege. Then when Battleship #2 is developed swap the token, or earn another one. Long term, if the status quo stays, the RF may still limit warships. If that status quo changes, having a partially paid for first class Battleship > battle cruiser and the knowledge, ability and maybe existing personnel to build warships if they become unlimited... all totally beats a bit of privacy, that he doesn't have and secrecy that he is blowing out of the water with the last two shenanigans.
Take the Kingdom, most freedom. Most malleable partner. Larkisons arnt going to do crazy technological experiment on 1sr rate starships. Ves needs 1st rate but simply and volume. Invasions will make the kingdom desperate for support and he can leverage that for greater concessions. all others tie him to powers he can't sway. either that or take the Rubarth one and relocate.

Is it possible to make a network more like infrastructure. Then swap out the spirit? Ves has shown it can be done with mechs. Then he could license/rent access to different spirits for each network. Let the 'warlord' have the special privilege of selecting the groups active design spirit. It would also let him speed train/level his spirits.
I want to see his students reaction when their professor goes from a no name to the most VIP person on campus
