Why sell devil fruit? Why not keep it for r&d , make perfect with no weakness, thus increase military strenght. You can give them to normal summons without powers for self defence. There is no 100% safe place, increasing their survivabilty sounds pretty smart to me

Kill vali, if that's not possible due to Azazel. Then think of other ways of consequence for what he did, maybe cut trade with the fallen angels unless given satisfactory answer. Like maybe cut off his arms, let him experience pain. Or mental and physical T*rture for a month. Anything just to make sure that b*stard suffers for what he did.
