This might have been in later years but I thought they used to send tuberculosis patients to crimea to breathe the air there and recover? At least I think I remember stories like these here in Estonia.

Don't think a Ruthenian empire actually existed however ruthenia is a real area in the world, approximately referring to western Ukraine.
