Dude! Six years old can read very well! I know for a fact that I was decently fluent in 2 languages when I was a little more than 6! It's a little dependant on genetics and development. Ash definitely wouldn't be able to do so, but Gary being a genius is believable......
To be fair, the little kid was pretty knowledgeable. He was the grandson of the Pokemon Professor and a future Pokemon Researcher himself. Advice: Don't trust fandoms and random searches on google 100% Blue Oak never was Gary's father in the Manga, anime, games, or even TCG. In the anime, he doesn't exist. In the manga, he is Professor Oak's grandson. Gary is also Professor Oak's grandson in the manga, but in a different series. I know the fandom page you are referring to, but if you scroll down, you won't see any other same results on google. Plus, if you open the fandom page, it will also show that he is Gary's father and Professor Oak's grandson....... on the same page

Fact check: No he is not. Even in the manga, Blue is Professor Oak's grandson. And in the games, while you can put any random name for you are your rival, the character you play is named Red, and your rival, who is also introduced as Professor Oak's grandson and the character's childhood friend, is named Blue. This is Pokemon canon
